J&K LG Recommends Regularization Bill for Temporary Workers
Srinagar, Apr 8 : In a significant development for temporary government employees, Lieutenant Governor Manoj Sinha has recommended the introduction of The Jammu and Kashmir Civil Services (Special Provisions for Regularization of Adhoc, Daily Wagers, Need-Based, and Other Temporary Workers) Bill, 2025 in the Legislative Assembly, KNS reported.
The proposed legislation, listed as Private Members’ Bill No. 8 of 2025, seeks to establish a legal mechanism for the regularization of thousands of ad-hoc, daily wage, need-based, and other temporary workers serving in various government departments across the Union Territory.
The LG made the recommendation under Section 36(1) of the Jammu and Kashmir Reorganisation Act, 2019, which empowers the Lieutenant Governor to propose bills for consideration by the Legislative Assembly.
“In pursuance of Section 36(1) of the Jammu and Kashmir Reorganisation Act, 2019, I hereby recommend the introduction and consideration of the Bill by the Legislative Assembly,” the LG stated in an official order.
The Bill is aimed at providing job stability and extending service-related benefits to long-serving temporary workers. Upon introduction, it will be debated and scrutinized in the Assembly before it can be enacted.
Several employee associations have welcomed the move, considering it a long-awaited step toward employment security and administrative reform in Jammu and Kashmir.
